Discuss, consider and take appropriate action on a line item transfer for All District Courts.
Background

As populations grows and the courts receive increasing requests for court appointed attorneys we continue to deplete this funding.  In an effort to be extremely conservation with transferring money we are moving money as the bills hit the line item.
