Consider delcaring an emergency and approving a budget amendment to acknowledge additional expenditures for EMS

Background

After the start of the FY, EMS employees went off of guaranteed pay. This change created an increase in expenditures in the overtime line item. We have moved everything possible out of salary line items within the EMS budget as well as exhausted funding in Non Departmental. This budget amendment will cover remaining payrolls through FY '12.
