Discuss and take appropriate action on a Resolution to Participate in the Capital Area Pavement Engineering Council and execution of an Interlocal Agreement to Establish the Capital Area Engineering Council.

Background

Certain areas in Williamson, Travis, and Hays counties are experiencing premature pavement failure in subdivisions and county road projects. In order to address this issue, representatives from these counties and various cities within these counties have been meeting informally over the past several years to discuss how to improve pavement performace. The group found that improving the quality of pavement owuld lower the life-cycle costs of pavement maintenance borne by the taxpayers. It also found that standardizing pavement design methods and constuction specification would lower costs for the taxpayers while improving the quality of pavement, enabling more efficient imspection and testing, and significantly improving the transportation oinfrastructure, and advancing public safety.

In order to address these issues, the Captial Area Pavement Engineering Council ("CAPEC") was formed. Current participants include the City of Austin, Travis County, and the City of Pflugerville.

With these issues in mind, I recommend that Williamson County participate in the Captial Area Pavement Engineering Council ("CAPEC").
