Discuss and consider approving an extension of time beyond the end of the fiscal year to allow employees who earned EP (Essential Personnel) leave during Tropical Storm Hermine to take this time off.

Background
The budget order allows exempt employees to earn EP Leave during an emergency such as Tropical Storm Hermine.  This time is put in an accrual bucket for them to take off at a later date.  If not used by the end of the fiscal year the bucket of leave is emptied per the budget order.  Due to this emergency occuring late in the fiscal year the employees who have earned this leave will not have an opportunity to take the leave.  WE have made this exception once before in September 2008 with Hurrican Ike.  I believe an additional 3 months was provided to the employees in 2008.  We are still gathering all of the hours earned by staff and will provide a report no later than Commissioners Court on Tuesday morning.
