Discuss and consider entering into an interlocal agreement with the City of Round Rock for the use of the building located at 210 Round Rock Ave., in Round Rock Texas for the conduction of activities related to the Neighborhood Council Committee.
Background
The City of Round Rock (City) and Williamson County (County) would like to contract with each other for the use of the property located at 210 Round Rock Ave, Round Rock, Texas. The building is owned by the City and the County would like to use the premises for conducting business related to the Neighborhood Conference Committee (NCC). The NCC is a program that is being established by Judge Dain Johnson to assist all students in closing the achievement gaps through truancy prevention initiatives, student mentoring and parental support activities conducted by the NCC. The NCC program is designed to help students who are failing to attend school and to address the issues using members of the community. At this point there are 4 entities involved. They are currently working on a Memorandum of Understanding agreement to establish and identify which role each entity involved will assume. Currently the participating entities are the City of Round Rock, who are providing the facility, the County who is providing funding and staffing, the Round Rock Independent School District (RRISD) who is providing staffing and counseling and Lifesteps who is taking care of volunteer recruitment and drug counseling.
The initial term of the agreement shall be for 24 months. After the initial term, the agreement may be renewed for successive terms of 12 months each with such renewals to occur on or before the expiration date of the prior term if both parties agree. The County will agree to pay for all water and utilities charges associated with the NCC program as well as maintenance of the facility. These charges will be paid through the Justice of the Peace, Pct. 1 Office. On July 21, 2009 the court adopted an additional $5.00 fee that is added to any court costs occurred in J.P. Pct. 1. These monies will be used to fund the program. The auditor currently has it set up as a separate line item in J.P. Pct. 1 budget. After fees are accumulated and the program is established they will address transferring these monies into facilities.
The City passed the agreement on Sept. 10, 2009 and it has been executed by Mayor McGraw. Hal Hawes with the County Attorney’s office as well as Charlie Crossfield have reviewed the interlocal.
