Discuss and consider approving a line item transfer for the Health District

Background

Last year we took the "Payment to Indigent" line item in the Health District budget and pulled out funds to put into another line item, "UPL Program". This was a rough estimate of funds as we are still "tweaking" these amounts. We obviously pulled out too much money to put into the UPL line item and need to put some of it back into the "Payment to Indigent" line item. These line items have been adjusted for 2008-2009 so as to avoid a line item transfer
