To declare an emergency and a grave necessity due to unforeseeable circumstances and approving a budget amendment for the Law Library

Background

For budget purposes a % increase was used to budget the Law Book line item. After many discussions with the Law Library Committee as well as the ladies who specifically work in the law library it was determined several additional updates were purchased outside of the main contract. All were approved and requested by the District Judges. These bills as well as the remainder of bills projected through the end of September 2008 will need to be covered through this budget amendment.
