Discuss and consider approving a line item transfer for Mobile Outreach Team.

Background

Mobile Outreach enters all mental health assessments into a system named Emerson. We are in need of a system upgrade. Harris Logic (the company providing the system) has new functionality that will update our older system and make it more user friendly and allow us to provide more reporting. It is also more cost effective than purchasing a new system.
The estimated cost to complete and implement the upgrade will be $10,500 (60 hours x $175/per hour). The upgrade is scheduled to be completed by September 30, 2014.
