BOND WORKSHOP

BE IT REMEMBERED that at 9:13 A.M. on THURSDAY, AUGUST 8, 2013, a SPECIAL SESSION of the Commissioners' Court of Williamson County, Texas, was held with the following being present, to-wit:

Carolyn Deibler, Deputy County Clerk
             
1. Discuss and take appropriate action regarding matters related to calling a bond election for November 5, 2013 including (i) discussion of bond committee recommendations, (ii) direction to bond counsel related to information necessary to draft the Order Calling the Bond Election including number of propositions, wording of propositions/projects and not to exceed principal amount of bonds to be voted and (iii) other matters related to calling and holding a November 5, 2013 Bond Election.
  Attorney Carol Polumbo of McCall, Parkhurst & Horton, Senior Director of Infrastructure Bob Daigh, Financial Advisor Dan Wegmiller of Specialized Public Finance Inc. (SPFI), Director of Parks and Recreation Randy Bell, City of Round Rock Parks and Recreation Director Rick Atkins, and First Assistant County Auditor Julie Kiley addressed the Court.
  Motion by: County Judge Dan A. Gattis 
  Second by: Commissioner Precinct 1 Lisa Birkman 
Motion: To accept the Bond Committee's recommendation and to instruct the staff to come up with a proposal for a Road Bond Issue of $300 million.

The motion and second were withdrawn.

  Motion by: Commissioner Precinct 4 Ron Morrison 
  Second by: County Judge Dan A. Gattis 
Motion: To accept the Bond Committee's recommendation for a Road Bond Issue of $400 million and a Park Bond Issue of $45 million; and to instruct the Commissioners to submit a list of priorities.

The motion and second were withdrawn.

Motion: To accept the revised recommendation of $280 million for Road Bonds comprised of $60 million per precinct and $40 million for unallocated.

Motion: To amend by striking $40 million and adding $35 million for unallocated.

Motion: To set the Road Bond package at $275 million.
