Discuss and take appropriate action on approval of contract amendment for the Low Income Repair, Replacement and Retrofit Assistance Program (LIRAP), AKA DriveACleanMachine Program or AirCheck Texas.

Background

The amendment to contract number 582-12-20269 returns funding to the county's DriveACleanMachine program to $475,978.00 per annum for the biennium. It is for the period ending 8/31/2015.

The AirCheckTexas - Drive a Clean Machine Program is designed to help vehicle owners comply with vehicle emissions standards to reduce ozone-forming exhaust from on-road motor vehicles. It focuses on the highest emission vehicles and provides an incentive for citizens to contribute to the regional air quality solution.

Vehicle owners and their registered vehicles in Williamson County may be eligible for repair assistance up to $600 for emission related repairs , if qualified, and if their vehicle fails the mandatory emissions inspection test. Up to $3,500 (more commonly $3,000) is available for replacement of vehicles that are ten years old or older and have passed both safety and emissions on the inspection test or meet other vechicle eligibility requirements. The income eligibility requirments for individuals and the program guidelines are found on the county's website under "AirCheck Texas."
