Discuss and consider approving a line item transfer for EMS.

Background

WCEMS is requesting this line item tranfer to purchase ambulance radios for 2 of our new ambulances for FY'13 thus allowing us to keep in service additional backup ambulances when others are down for maintenance. Otherwise, once the radios are removed, then the amublance will remain out of service at county maintenance for approximately 6 months and will not be available for use by the system.
