Discuss and consider approving a line item transfer for the Elections Dept.

Background

Temporary help is needed in the office to timely process the increasing volume of incoming voter registration applications and mail. Additionally, over the summer the Dept. has had temp labor working on a major scanning project of voter registration records. That project is still in progress. Funds are not available to cover the four work periods remaining for this fiscal year. Funds needed to be added to FICA in anticipation of the hours to be worked as noted above. The temp labor is needed before October 1.

With the number of elections this year, two part-time employees in the elections warehouse area would be working more than 90 days in this calendar year. As a result, they were added to TCDRS in Jan. '08. Also, two part-time employees were paid through the Chapter 19 Fund for work in connection with voter registration. The Office of the Secretary of State Election Funds Division reimbursed the county for the hourly rate and FICA but would not reimburse for retirement. A person working as part-time, temp, had to be added to TCDRS because of working 90 days or more this calendar year. This has resulted in a shortfall in this line. Funds are needed to cover the deficit plus costs anticipated for the rest of the fiscal year.
