Discuss and take appropriate action on Change Order request for SWCA Work Authorization No. 1.

Background

Due to inadvertent delays during the early stages of preparation for the Williamson County Regional Habitat Conservation Plan, expanded duties regarding citizen/stakeholder meetings and, most importantly, due to staff and resource constraints at the US Fish and Wildlife Service, this change order has been necessitated. The Service has requested that SWCA prepare the Biological Opinion and Findings Memo for the Service in order to meet the October 2008 permit issuance date. The Service is aware that several County road projects such as Ronald Reagan Blvd. Phase III and the O’Connor Extension are waiting on issuance of the County’s Incidental Take Permit before construction can begin, and that having SWCA prepare these documents for the Service is the only way that the County’s schedule can be achieved. This change order covers unexpected expenses falling under the firms work authorization in preparation of the Williamson County Regional Habitat Conservation Plan and Environmental Impact Statement. The requested change order is necessary for SWCA to prepare the final documents to complete the RHCP/EIS process. SWCA has requested a Change Order totaling $50,000. The WCCF Board at its July 9, 2008 meeting voted to recommend to the Court that a Change Order Request of $40,000 be approved with funds for this Change Order to come from remaining RHCP grant funds and WCCF funds, as needed.
