Discuss and consider approving a line item transfer for JP 4.

Background

We have just a limited amount of postage that may take us through the end of July, but we still have two months, August and September, left in this budget year. Due to the increase in postage, increase in mailings, the unforeseen Collections mandated mailings (we do not want to be out of compliance), our postage has been depleted sooner than was expected. We have also scheduled at least seven jury trials during the next two months, a number of Default and Show Cause hearings, plus the increase in Civil.
