Discuss and consider approving a line item transfer for Technology Services
Background
In the process of hanging fiber to close our loop the City's engineer determined that a considerable number of poles were overloaded and nearly 30 years old (their retirement age).  These poles need to be replaced in order to move forward with the fiber project.  A portion of the route will be replaced by the City, while another portion of the route is not scheduled to be replaced in this year's or next year's fiscal year.  In order to replace these poles the County must pay a portion of the cost of the materials while the City will pay a portion and supply the labor to replace the poles.  Although it will be a tight schedule, the City has committed to completing the work by early September, giving our contractor enough time (2 weeks) to hang the fiber and complete the project.  The transfer amount includes all materials for the City as well as any potential make ready fees for the contractor.  

In addition, in recent storms one of the radio links was knocked out and needs to be replaced.  Because this particular link has been knocked out previously, we are considering whether it would be more prudent to simply replace that link again or replace that link with fiber.  We are awaiting final cost estimates for that fiber before making our final assessment.
