Discuss and consider approving a line item transfer for ITS

Background

With some computer equipment -- primarily storage and servers -- the cost is very near the $5,000 point and volatile, therefore, over the period of a few months the cost can rise just above $5,000 or just below $5,000. What the price is at when we purchase the product determines whether it is taken out of the "> $5,000" or "< $5,000" line item. This year at least one such piece of equipment was budgeted in 5740 ("> $5,000") but when we purchased it, it was less than $5,000 and, therefore purchased out of 3010 ("< $5,000"). Because of this, we need to replenish 3010 for $4,499.15.
