Consider an order declaring an emergency and a grave necessity due to unforeseeable circumstances and approve a budget amendment for collection of additional EMS fees:

Background

Collections of EMS fees are higher than anticipated for the fiscal year. These higher collections are tied to higher expenditures for EMS collections. The net effect of the two-sided budget amendment is income-neutral.
