Discuss and take appropriate action on Contract for Mitigation Services between TxDOT and WCCF (as representative for the county) on Chaos Cave Preserve and Big Oak Cave Preserve.  Authorize Commissioner Birkman to sign on behalf of county as President of Williamson County Conservation Foundation.

Background
As mitigation for SH 45 and US 183A, TxDOT provided funds that went towards the karst preserve areas at Southwest Regional Park. A part of that agreement was for Williamson County (through WCCF) to assume mitigation and monitoring on two preserve areas at such time as those roadways were completed and the WCCF was able to assume mitigation responsibility. Accordingly, a Contract for Mitigation Services has been developed by TxDOT for WCCF to assume the Chaos Cave Preserve, located off SH 45, and the Big Oak Cave Preserve, located between US 183 and US 183A.

The assumption of the maintenance and management of these will help achieve the goals of the comprehensive regional habitat conservation plan. Mitigation costs will be funded through revenues generated under the Regional Habitat Conservation Plan (WCCF).

The contract has been reviewed by county attorney. Action to recommend this contract has been passed by the WCCF Board.
