Ten software companies responded to this proposal in February:
Affinity, AST, BTRG, McLain, Momix, Obero, Power Plan, Questica, Neubrain and Vena
The evaluation team reduced the number of applicants to 6 on 2-27-14 for demonstrations and interviews.
The following respondents gave 2 hour demonstrations to the evaluation team:

After the software demonstrations the team reduced the number of applicants to 3 on 3-20-14:
McLain, Questica and Power Plan
These applicants gave another, more specific 2 hour demo on designated components of the software requested by the Evaluation team. Following the demonstrations, we requested a best and final offer from the three.
Power Plan was chosen unanimously from these 3 candidates on April 16-14, as the preferred software solution.
After further negotiations and review from Legal and the Auditor's office the agreement was completed by Power Plan.
