Consider an order declaring an emergency and a grave necessity due to unforeseeable circumstances and approve a budge amendment for the Road and Bridge

Background

The Road & Bridge Division currently has a cash ending balance of approximately $11.2 million. The Audit Office has advised us that the desirable cash ending balance should be between 8% and 16% of the Division’s budget. With our improved training we are able to productively expend $21.5 million each year maintaining our roadway system. A chart is attached showing our proposed draw down of the cash ending balance. Please note that a critical feature of the plan is the necessity to have a $2.3 million budget amendment from cash ending to the Road and Bridge budget this fiscal year. This will allow us to press forward with our current maintenance program. Not receiving the amendment will cause us to further defer already deferred pavement maintenance activities. A list of some of the Road & Bridge Expenses associated with this fiscal year that were not originally included in the budget preparation process for this year is attached.
