New Hire Funding for Diversion-Prevention Services Specialist

Discuss and consider approving annual salary for the position of Diversion/ Prevention Services Specialist.
Background
Juvenile Services currently has the vacated position of Diverson/Prevention Services Specialist Grade 27, Step 1, $47,999.72 through Step 6, $54,350.47. The selected outside applicant currently earns a verified annual salary of $65,000 per year. While she would be accepting a pay cut at the funded maximum level of the slot, she is willing to accept the top step funded but is unwilling to accept a larger pay cut to work for us. We are requesting the position be funded at the current maximum salary of $54,350.47. As you will see in our job description attached we were focused on hiring a person who is a licensed chemical dependency counselor, who also has successful grant writing experience. The selected applicant has both of these qualifications.

By funding this position, we believe we will conserve funding for contract chemical dependency services while delivering a more consistent and higher quality service. We believe we will be able to secure outside funding through grant opportunities by hiring a person with a proven grant writing history.  The person selected has a proven track record with RRISD where she is currently employed. She is also a contract employee with our organization as a contract chemical dependency counselor. she has assisted in the Annual Mental Health in Schools Conference as a presenter and she serves on the Williamson County Youth Mental Health Subcommittee. 

By approving funding in this position we will increase mental health services to youth consistent with the focus of the Williamson County Youth Mental Health Subcommittee. No inequity will occur within the juvenuile services or within the county, nor will it increase the salary line for this position. We have also presented this to Human Resources Director Lisa Zirkle who believes the position, if funded at the requested salary, will provide for market equity.
