Discuss and take appropriate action on a line item transfer for CCL#3

Background

The current CCL#3 Judge will be retiring the end of June and a visiting judge will be required until November 2010. This transfer is specifically for the payment/funding of labor and is from a salary line to the visiting judge line item for the salary of a temporary replacement. This transfer will cover expenditures through the end of FY '10.
