Discuss and take appropriate action on the FY08 Community Development Block Grant (CDBG) proposed allocation of funds.
Background

This item was tabled at the 5-20-08 Commissioners' Court.  Further review of the proposed projects was necessary in order to move forward with the proposal. The following provides an explanation of possible options for the Court.  

Option 1
Fund projects as initially proposed, including the Sierra Ridge project ($250,000). Identify projects in Annual Action Plan as they were originally recommended. If the Sierra Ridge project does not move forward, the Court has the option to reallocate the funds at a later date. Reallocation will require approval from the Court, public notification and the option to comment, and the notification of HUD. If, however, the project does move forward as planned, no further action will be required by the Court or the Grants Office.

Option 2
Fund projects as originally proposed with the exception of the Sierra Ridge project ($250,000). Do not allocate the $250,000 at this time but rather set the funds aside until a project or projects are identified. This gives the Court the option to support Sierra Ridge if the project moves forward, allocate funds to current projects that were not fully funded, or allocate the funds to eligible projects that are identified at a later date. Identify the type of project(s) to be funded at a later date as infrastructure or public facilities in the Annual Action Plan submitted to HUD. As project(s) are identified, approval from the Court will be required, the public will be notified and given the option to comment, and HUD will be advised.

Option 3
Allocate the $250,000 initially recommended for the Sierra Ridge project to projects that were not fully funded.
- An additional $131,654 to the City of Taylor Dickey Street Drainage project
- An additional $100,000 to the City of Jarrell Water Storage Construction project 
- An additional $10,000 to the City of Georgetown FM1460 Sidewalks project 
- Remaining $8346 could be allocated to administration costs or put into pot for future projects.

Annual Action Plan must be submitted to HUD by August 15, 2008.
The following schedule is proposed: 

- Approval by the Court of the first draft Annual Action Plan on June 3. 
- Public comment period will begin on June 6 and run through July 7. 
- Approval of the completed Annual Action Plan will be requested on July 8. 
- Second public comment period will begin on July 14 and run through August 12. 
- Action Plan will be submitted to HUD on August 13.
