Discuss, consider and take appropriate action to approve two new positions for the Technology Services department with no fiscal impact to the FY15 budget.
Background
As we have discussed, recently one of our key employees left the County. Also, as we have discussed, that employee was doing the job of at least 4 or 5 employees. In comparing to other similar organizations, it may have been more like 8 or 10 employees. His responsibilities -- at a high level -- included email, servers, storage, security and network, and many other things. Over the past two weeks our staff -- with consultation from vendors and consultants -- did an exceptional job of identify our immediate and longer term needs. They also did a great job of identifying current employees who had some knowledge and experience in these areas. By doing so, we were able to distribute -- where appropriate -- some responsibilities to existing employees; some just to fill the gap, others with a longer term in mind.
We have determined that we need to add two positions immediately: a server/storage administrator and a database administrator/architect. The former is self-explanatory. The latter includes responsibilities of our current database administrator and adds the responsibilities of email and backup administrator. Both of these positions can be funded for the remainder of FY15 with current salary funds (most of which are from the departure mentioned above).
Our intent is to move existing employees into these two new positions (one of which would be a promotion, the other would be a lateral move) and then take their current positions and do a minor reorg, giving us the positions to support the network administration and security responsibilities.
By adding these two positions, we will also be able to eliminate three positions we are asking for for FY16, as well as one reclassification request.
Each of these positions is graded at a B.33 with a salary of $64,923.12.
