BE IT REMEMBERED that at 1:38 P.M. on MONDAY, MAY 12, 2014, a SPECIAL SESSION of the Commissioners' Court of Williamson County, Texas, was held with the following being present, to-wit:

REGULAR AGENDA
             
1. Hear presentations and recommendations from the Williamson County Benefits Committee, Aetna, Seton Health Alliance and Gallagher Benefits Services, Inc. regarding the Williamson County Self-Insured Medical, Dental, and Vision Claims Administration, Disease Management, Precertification Management, Large Case Management, Biometric/Wellness Program Management, Prescription Drug Card/Mail Order, Preferred Provider Network, and Section 125 Administration; and (b) William County’s participation in various health benefit plan offerings.

"Chip" Riggins, Jr., MD, MPH, President and CEO of Insurance Services of Seton Healthcare Family Jeff Cook, President of Dell Children's Medical Center of Central Texas Mark W. Shen, MD, Human Resource Department Employee Elizabeth Castillo, Parks and Recreation Department Employee Herlinda Coria, and General Counsel to Commissioners' Court Hal Hawes addressed the Court.

             
2. Discuss, consider and take appropriate action to (a) award the contract(s) for the Williamson County Self-Insured Medical, Dental, and Vision Claims Administration, Disease Management, Precertification Management, Large Case Management, Biometric/Wellness Program Management, Prescription Drug Card/Mail Order, Preferred Provider Network, and Section 125 Administration provider, to Aetna Insurance (RFP # 15RFP101); (b) instruct legal counsel to finalize the negotiations and drafting of the agreement between Williamson County and Aetna for such services; and (c) provide direction to the Williamson County Human Resources Benefits Department in relation to Williamson County’s participation in Aetna’s health benefit plan offerings.

  Second by: Commissioner Precinct 1 Lisa Birkman 
Motion: To (a) accept the recommendation of the Williamson County Benefits Committee and select Aetna Life Insurance Company as the provider of Williamson County Self-Insured Medical, Dental, and Vision Claims Administration, Disease Management, Precertification Management, Large Case Management, Biometric/Wellness Program Management, Prescription Drug Card/Mail Order, Preferred Provider Network, and Section 125 Administration (Request for Proposal # 15RFP101); (b) instruct legal counsel to finalize the negotiations and drafting of the agreement between Williamson County and Aetna for such services, as well as for the inclusion of the Seton Accountable Care Organization (ACO) Open Access Aetna Select Plan Offerings; and (c) instruct Williamson County’s health related benefits consultant, Gallagher Benefits Services, Inc., to prepare health benefits plans to be administered by Aetna and to submit such plans to the Williamson County Benefits Committee for recommendation to the Williamson County Commissioners' Court.
