Agenda Item
Discuss and take appropriate action on the Williamson County Analysis of Impediments to Fair Housing.
Background
Williamson County has prepared an Analysis of Impediments to Fair Housing Choice to satisfy the requirements of the Housing and Community Development Act of 1974, as amended. This act requires that any community receiving Community Development Block Grant (CDBG) funds affirmatively further fair housing. As a result, the Urban County is charged with the responsibility of conducting its CDBG programs in compliance with the federal Fair Housing Act. The responsibility of compliance with the federal Fair Housing Act extends to nonprofit organizations and other entities, including local units of government which receive federal funds through Williamson County.
Entitlement communities receiving CDBG entitlement funds are required to:
• Examine and attempt to alleviate housing discrimination within their jurisdiction
• Promote fair housing choice for all persons
• Provide opportunities for all persons to reside in any given housing development, regardless of race, color, religion, sex, disability, familial status or national origin
• Promote housing that is accessible to and usable by persons with disabilities, and
• Comply with the non-discrimination requirements of the Fair Housing Act. These requirements can be achieved through the preparation of an Analysis of Impediments to Fair Housing Choice.

The Analysis of Impediments to Fair Housing Choice (AI) is a review of a jurisdiction’s laws, regulations and administrative policies, procedures and practices affecting the location, availability and accessibility of housing, as well as an assessment of conditions, both public and private, affecting fair housing choice.

Mullin Lonergan and Associates conducted focus groups and interviews with local organizations with regards to the Analysis of Impediments to Fair Housing (AI) in October 2011 and developed the full document over the last several months.
