Authorize County Judge to execute the Local Initiative Projects contract with TCEQ, an adjunct of the Senate Bill 12 LIRAP program that will provide matching funds for eligible local programs.

Background

In 2007, the 80th Texas Legislature passed SB 12, Section 1.07, which amended the Texas Health and Safety Code by adding Section 382.220 providing for Local Initiative Projects funding for clean air projects proposed by counties.
The agreement, provided by the contract to be authorized, provides that counties participating in the LIRAP program are eligible to receive funding and this funding is in addition to authorized LIRAP funding for repair and replacement programs. Eligible projects under the agreement must be implemented in consultation with the commission and may include programs to expand and enhance the AirCheck Texas Repair and Replacement Assistance Program, develop programs that remotely determine vehicle emissions, develop and implement programs for smoking vehicles, develop programs for coordinating with local law enforcement to detect counterfeit state inspection stickers, develop and implement programs to enhance transportation systems, or develop and implement new air control strategies.

Authorizing execution of this agreement will allow the county to consider, study and propose an eligible program to TCEQ. The Williamson County's allotment of the LIP is $135,584 for this and next fiscal year. Approved projects require a 50 percent local match that may be met by in-kind services or tangible property.
