Hear County Auditor concerning invoices, bills, Quick Check Report, Wire Transfers and Electronic Payments submitted for payment and take appropriate action including, but not limited to approval for payment provided said items are found by the County Auditor to be legal obligations of the county.
  Accounts Payable/Payroll Manager Karen Knightstep addressed the Court.

Commissioner Birkman abstained in regards to payment of invoices for Bagdad Road (Conflict of Interest Affidavit attached).

Hear presentation on the use of the Axsis System to monitor and enforce traffic violations; and consider and take appropriate action on instructing the Williamson County Purchasing Department to prepare a Request for Proposals or Invitation for Bids for the Commissioners Court’s consideration in relation to services and equipment to implement and carry out a photo enforcement program, including the provision of certain equipment, processes and back office services.

14. Discuss, consider and take appropriate action regarding the engagement of the law firm of Gardere Wynne Sewell LLP to assist the law firm of Sheets & Crossfield, P.C. in the representation of Williamson County in relation to litigation and trial services in the pending case styled Williamson County v. Katy Nell Andres Whitis, Cause No. 12-0081-CC3; and exemption of such legal services from the competitive bid/proposal requirements of the County Purchasing Act pursuant to the discretionary exemption for personal or professional services, as set forth under Section 262.024(a)(4) of the Texas Local Government Code.
  Attorney Charlie Crossfield of Sheets and Crossfield addressed the Court.

This item was moved to Executive Session where no action was taken. After reconvening from Executive Session, the Court took action on this item.

Judge Gattis did not participate in any discussions and abstained from voting on this item (Conflict of Interest Affidavit attached).
