It is the recommendation to award this contract to the low bidders of each line item as follows:
Industrial Asphalt as Primary Vendor for all items; APAC Texas as Secondary Vendor for items 2,2.1,3,3.1.
The contract term will be for 6 months with 3 optional extensions
