Discuss and take appropriate action regarding a RESOLUTION SUPPORTING THE LEGISLATION TO DESIGNATE THE CAPITAL AREA COUNCIL OF GOVERNMENTS AS AN EMERGENCY COMMUNICATIONS DISTRICT TO SERVE THE 10-COUNTY REGION WITH EXPANDED AND COMPREHENSIVE 9-1-1 SERVICE.

Background

Dear Executive Committee Members,

We have crossed our first hurdle with our 9-1-1 District bill; the House Special Districts Committee heard the bill yesterday and Chairman Bonnen recognized the efforts of Representative Workman on the bill advising that they would vote it favorable out of committee next week and likely to Local and Consent which is what we want. Thank you to those who came to testify for us – Commissioner Long, Commissioner Conley, and managers from City of Austin and Travis County; the hearing was delayed so Commissioner Long came back in the afternoon to make sure we had testimony by an elected official. Also, especially noteworthy is that we have managed to achieve a Fiscal Note that indicates no impact on State General Revenue – this is huge and in my opinion, was our biggest challenge!

Chairman Bonnen recommended having our counties pass Resolutions (Commissioner Conley did this before we knew we needed it) but vowed that getting them done would not hold up the bill. I am forwarding you a draft requesting you place this on your commissioners court agenda as soon as possible and notify us so either I or one of my staff can attend.
