Background
Jeff Ling, President of Evergreen Solutions LLC, will address the Court and discuss Staffing Study Options.  Evergreen Solutions LLC is currently conducting a Classification and Compensation Study for Williamson County. 

Summary of Staffing Study Options

Actively and continuously seeking improvements in operating efficiencies and service delivery separates good and great local governments. When examining the pivotal element of both efficiency and customer satisfaction, staff size and capability tops the list of influential factors. Given the role and importance of staffing, most organizations seek to find the appropriate balance between staff levels and customer needs.

Fast growing counties tend to expand in some operational areas while remaining stagnant in others. Although not unusual, this approach to staffing results in disequilibrium across departments and services as the level and nature of service demand change. In other words, a county finds itself with too many employees with too little work in one area and too few employees with too much work in another. A staffing study compares the current level of staffing to a preselected standard. Based on those comparisons, the appropriate or “right” level is recommended. The key to any staffing study relates to the selection of the standard. Not only is the standard critical for drawing conclusions about the appropriateness of staffing, it serves as the primary differentiator between methods of analysis.
There are three common methods of estimating the appropriate level of staffing in a local government:

The first method compares the current employee counts to the averages of several similar organizational peers. When differentials are present, further analysis is limited to review of job descriptions and organizational charts. This review process leads to recommendations on staff sizing within the organization.

The second method utilizes metrics from each operational department coupled with staffing counts to estimate the return on investment by operational outcome area. In cases where the ratio is less or more, staffing recommendations will be included to adjust the ratio into the peer range.

The third and final method involves conducting focus groups with each operational area to determine the core services, desired and actual outcomes, and appropriate staffing to match the resource allocation and process utilization. The formal analysis includes process as well as outcome measures to determine the appropriate staffing levels.
