Background
Section 7 of the Williamson County Subdivision Regulations (WCSR) addresses private subdivisions. In particular, Section 7.1 states, “The roads must meet all county road standards, except where specific variances have been granted by Commissioners Court for adequate cause in each case”. The proposed roads in this private subdivision do not meet the geometric criteria set forth for county roads. Specifically, (1) the minimum horizontal curve radius is less than the minimum 180 feet for a 25 mph design speed in at least six locations, (2) the horizontal approach to intersections at two locations is tangent for a distance of less than the minimum 50 foot requirement, (3) the road centerlines at one intersection do not meet at a 90 degree angle (plus or minus 10 degrees), (4) the roadway configuration does not allow direct access to the garages to Lots D8 and D15, (5) several lots are fronting onto easements and do not have direct access to a public road, (6) there is no provision for the construction of “Future Cornerwood South Drive” which will be the main entrance to the subdivision, (7) the road right-of-way widths do not meet the minimum requirement of 50 feet for urban subdivision, (8) tangent lengths are not shown for the proposed roads, and (9) the internal roads do not provide any connectivity to future adjacent developments.

In addition to the issues related to roadway design, there are a number of other issues that do not comply with various subsections of the WCSR.  These issues include:

-  There is no vicinity map on the plat,
-  There does not appear to be adequate area set aside for storm water detention,
-  There does not appear to be any provision for draining a future development to the west,
-  The plat does not adequately show the boundary of the 100-year floodplain as identified on the FEMA map. The note 3 which states that “NO PROTION OF THIS TRACT IS WITHIN THE DESIGNATED FLOOD HAZARD ZONE A AS SHOWN…” is not a correct statement.
- The front yard building setbacks are less than the required 25 feet.


In reviewing these issues with Commissioners Covey and Long it was requested that additional off-street parking was provided and that the Sam Bass Fire Department provide concurrence of the design. As shown on the attachment for the next agenda item the number of off-street parking spaces has now increased to 38 spaces. Also attached is the email that we received from the Fire Chief Mark Selby of the Sam Bass Fire Department showing concurrence.
