Consider and take appropriate action regarding a park rule that requires dogs to be on a leash in all county Parks, Trails, and Preserves.

Background

In the past as we began developing park the County has adopted a park rule that required dog owners to have their dogs on a leash. As we have added parks we may not have specifically covered all parks. This rule seeks clarify the requirement for all county parks, trails, and preserves. The park rule would read as follows:
All pets must be kept under the owner's direct control and attached to a person or fixed object at all times by a leash not to exceed six feet in length.
