Consider approving amendment # 1 to Landscape Architectural Design Services Agreement with RVI (June 3, 2009) in the amount of $28,815.

Background

Being in an old quarry the site of the water playscape that gave us the idea also has given us challenges on the design. This amendment is being requested due to additional coordination and design based on extended geotechnical schedule and report results. Several versions of the plan were modified as a result of the geotechnical work/results in the quarry. Several items were redesigned due to the changes in the landscape.

To get the best bidders for a specialized project it was recommended by the Purchasing Department to use a RFP process. RVI required extra preparation time with due diligence required for scope of request for proposals as opposed to traditional bid process. essentially they had to prepare all new bidding documents. Using the TASB Buy Board for the water play equipment and using that contractor to install we were able to realize savings by eliminating markup from a general contractor (typically 10-15% or $73-109,000. However this caused extended negotiations and meetings with multiple contractors on the part of RVI. The use of multiple contractors will also require slightly longer/coordinated construction resulting in more site visits.
