Discuss and take appropriate action on the addition of a stipend for Mobile Outreach Team members who work overnight shifts.

Background

When the State of Texas appropriated $82 million dollars for crisis redesign of the mental health system, they required that the allocation be spent on creation of Mobile Outreach Teams, Crisis Intervention Teams and Suicide Hotlines. The State also required that services be available 24 hours, 365 days a year.
