To declare an emergency and a grave necessity due to unforeseeable circumstances and approving a budget amendment for the new Facilities Building

Background

Building was originally budgeted at $300K based on the previous courts funding. Building costs have gone up over 30%, utilities are over due to City of Georgetown requirements and the R&B fund must now charge for work completed for the general fund.
