Discuss and consider approving line item transfer for County Jail.

Background

This line item transfer is being requested to purchase replacement radios for the jail in association with the County Jail and Justice Center upgrade of the antenna system, amplifier and nodes. For fiscal year 2014/2015, $110,000 was budgeted to partially fund the installation of the referenced bi-directional antenna, amplifier and nodes in the county jail. However, complete funding was provided from alternate sources and the $110,000 was not required. Together with the installation of the antenna, amplifier and nodes, sufficient funding was available to purchase 75 replacement radios, chargers and batteries from fiscal year 2013/2014 funds. While these radios have solved a real problem, they do not provide enough radios to cover a 24/7 jail operation. As a result, the line item transfer being requested is to replace 31 existing radios that do not provide for interoperability with the upgraded system.

We have contacted the budget office to discuss this issue. If the transfer is not approved, the 31 replacement radios will be requested for the FY 15/16 budget year.
