Discuss and take possible action to amend the Williamson County Employee Policy Manual-Pay Plan and Pay Policies under the Work Week and Work Hours section to change the Pay Week for the 911 Communications Department.

The current and suggested revised language are provided below:

Work Week and Work Hours
The official work week for all County departments is Friday through Thursday. The work schedules of each department are determined by the official responsible for overseeing the department and are established according to their work requirements and pertinent regulations.



REVISED VERBIAGE

The official work week for County departments is seven consecutive 24 hour periods starting at 12:00 AM Friday and ending  11:59 PM Thursday.
The official work week for the 911 Communication department is seven consecutive 24 hour periods starting at 6:00 AM Friday and ending 5:59 AM the following Friday.
The work schedules of each department are determined by the official responsible for overseeing the department and are established according to their work requirements and pertinent regulations.

This change was requested by the management of the department.  It has been tested in Kronos and Oracle to ensure that we can accomodate the change.  The verbiage has been reviewed by the Senior Director of Human Resources.

Explanation provided by 911 Communications Department management as to need for requested change:

Because of the current midnight pay period, night shift employees earn approximately $884 less per year, on the average, than day shift personnel because of the difference in overtime. This planned pay period change will allow equalization of pay by simply equalizing the pay for the same number of hours worked.

Currently, all dispatchers work 84 hours in a two week period by working seven 12-hour shifts. Day shift personnel work their 84 hours and get paid 76 hours of straight (regular) pay with 8 hours of overtime. The night shift personnel work their 84 hours and get paid 80 hours of straight (regular) pay and 4 hours of overtime.

Since all positions were budgeted and funded as day shift positions (76 regular hours and 8 hours at an overtime rate), WCEC has funds already allocated in the appropriate line items for this change.
