Consider approving a line item transfer for the Elections Department.

Background

Adequate funds are not available in the Election Judges/Clerks line to cover payroll for early voting for the Primary and Runoff elections. The budget was based on previous expenditures. For November '07 and '08 elections, several political subdivisions held joint elections with the County and shared in the expenses, thus reducing the cost to the County. For November '09, FY 10, one political subdivision paid a minimal amount ($2,000), with the County being responsible for the rest. This reduced the amount available for the Primary and Runoff Elections. Additionally, because we now have more voting machines, each party requested its own iVotronic which doubled the number of machines that needed to be made ready for Election Day. Temporary help was hired. Part of their pay comes out of the Election Judges/Clerk line. We also increased the Mobile early voting crew's time in the field in Nov. '09 and Primaries '10, by adding additional one-day locations throughout the County. They are paid out of the Election Judges/Clerk line.
