Discuss and consider approving a line item transfer for Information Technology Services.

Background

Oracle bases their licensing fees on what the County's operating expense budget is each year. Once the budget hits a certain threshold (in $25 million increments), we are licensed at the next tier. We have been licensed based on $125 million in operating expense budgeted. This year, the operating expense budget is about $137 million, requiring us to go up to the next tier. Although the budget has exceeded $125 million for a number of years now, Oracle is not requiring us to go back any further than 1/1/2015. What this means is that we will be paying an additional $71,000 for licensing this year, and an additional $12,000 for support and maintenance on those licenses. We will then be licensed up to $150 million in budgeted operating expenses. We did not anticipate this increase when we prepared our budget and, therefore, we did not include it in our budget. We have reviewed our budget and found $40,000 that we can divert to this additional expense. We are requesting the remainder of the expense ($42,519.33) come from non-departmental (409).
