Discuss and consider approving a line item transfer for IT

Background

About three years ago the Hutto connection went down after a lightning storm and has not been working well since. Not only is connectivity difficult to initiate but, once working, is rarely sustained. This affects not only the Precinct #4 Commissioner's office but also the Narcotics division, in total, roughly 10 individuals. These monies will allow a dish to be placed on a Hutto tower (permission has been granted from the City of Hutto) and connectivity to be restored.
