Discuss and consider approving a line item transfer for Records Management

Background

After hiring someone to fill another person's slot, I need to move money over to the part time slot that has insurance funded instead of splitting into part time 30 hours and part time 20 hours. There was only funding for insurance for the 20 hour slot eventhough she wasn't going to be eligible for insurance for 90 days and would be moved over to the fulltime position which did have insurance. I was not allowed to put her in the over 30 hour slot because insurance wasn't funded. (Shaking my head).
