Consider for concurrence with Williamson County Conservation Foundation (WCCF) board on Work Authorization (WA) for edcuational activities under the Regional Habitat Conservation Plan (RHCP).
Background
Under the County's RHCP there is a commitment for certain educational and public awareness activities. The proposal from Sounthwestern University fulfills in part the requirements of Section 5.8.2 of the RHCP, "Increasing Public Awareness."As outlined in the Work Authorization, much of the work will be performed by a senior level student under the direction of Dr. Ben Pierce, Professor and holder of the Lillian Nelson Pratt Chair, Department of Biology, and Dr. Michael Kamen, Professor of Education, Southwestern University, and the accounting and employment work will be done under the auspices of the University.
Additional WAs under Section 5.8.2 will be presented to the WCCF board and the court.
For reference, Section 5.8.2 of the RHCP states:
"The RHCP will develop a public education/outreach program designed to educate Williamson County residents as to the value and appropriateness of conserving the RHCP covered species and additional rare species. Funding will start at $20,000 in Year 1 of the plan and, with a 2.5 percent increase in annual funding, reach a total expenditure of approximately $878,054 over 30 years. The products resulting from this effort will take a variety of forms including, but not limited to: 1) a 4–6 page brochure describing the approved RHCP; 2) PowerPoint presentations describing the approved RHCP for presentation to real estate interests and developers, community groups, and middle and high school students; and 3) a 10-minute video describing the approved RHCP. The brochure and PowerPoint presentations will be produced during the first year of the approved RHCP, and the video will be released in Year 3. Educational products for Years 4–30 are not known at this time; however, the County makes the commitment to spend at least $20,000 per year on relevant and Service-approved education and outreach products first year of the approved RHCP, and the video will be released in Year 3.
