Discuss and take appropriate action regarding transfer of reserve funds from the General Fund to the Williamson County Self-Insured Benefits Fund.

Background

During the FY09 Budget process, the Commissioner's Court approved a cash ending designation of $1MM from the General Fund to the Williamson County Self-Insured Benefits Fund in lieu of increasing the employer contribution rate from $461.50 per eligible employee per month. As part of this process, it was agreed that the Benefits Fund Quarter-to-Date net income would be assessed periodically. Any quarterly net loss would be covered by a transfer from the General Fund into the Benefits Fund. The total amount transferred from the General Fund would not exceed $1MM during the fiscal year. Any additional funding requirements over the initial $1MM would be transferred from the Self-Insured Benefits Fund reserves.

For the first quarter of FY09, a transfer in the amount of $395,748.84 is requested. A calculation of that amount is attached for review.
