Consider and take action on damage claim made by Eric Rifi.

Background

Place this item in executive session and action item after. Diabetic (Rifi) involved in minor one car accident. Refused to exit vehicle and was extremely combative with SO deputies. SO deployed Tazer to get Rifi under control. Made damage claim in the amount of $50,000. CA recommends DENYING the claim. Force used by SO was reasonable under the circumstances.
