Consider approving a line item transfer for the County Judge:

Background

Previously the Court paid for all of the County Judge's memberships out of non-departmental which is truly for County Wide memberships. We need to start paying for the Judge's individual memberships out of his departmental budget which is what the line item transfer will cover.
