Discuss, consider and take appropriate action regarding approval of a Memorandum of Understanding between Williamson County and the City of Round Rock regarding the 2014 Byrne Justice Assistance Grant Program Award.

Background

In May, the City of Round Rock applied for a $10,262 grant from the U.S. Department of Justice’s Edward Byrne Memorial Justice Assistance Grant (JAG) program (see attached Resolution No. R-2014-1438). These grant funds would be used to purchase a video forensics computer system for the Round Rock Police Department’s White Collar Crimes Unit. That purchase would address the department’s increasing demand for computer and smart device analysis to support criminal investigations. As a condition of awarding the funds to the City, the Justice Department requires the County and the City to reach an agreement on the allocation and distribution of those funds between the two entities. The Police Department has worked with Commissioner Birkman’s office and the Sheriff’s Department, and it has been determined that the county does not wish to participate in this grant. This Memorandum of Understanding (MOU) is between the County and the City of the Round Rock and formalizes that determination, allowing the City to move forward with the grant and making the designated purchase. Commissioner Birkman recommends approval.
