Discuss, consider and take appropriate action on a Contract for Environmental Services between Williamson County and SWCA Environmental Consultants relating to the 2013 Road Bond Program; and exemption of these services from the competitive bid/proposal requirements of the County Purchasing Act pursuant to the discretionary exemption for personal or professional services, as set forth under Tex. Loc. Gov't Code § 262.024(a)(4).

Background

The county conducted a Request for Qualifications process (RFQ#14RFQ00102) requesting that environmental services firms submit and demonstrate such firm’s competence and qualifications in relation to the engineering services subject of this Contract. SWCA Environmental Consultants submitted its qualifications in response to county’s Requests for Qualifications and county selected SWCA Environmental Consultants to be included on the County’s approved list of prequalified environmental services firms on March 18, 2014.

The compensation cap for this contract is $500K and is not project specific. Project specific work authorizations will be executed on an as needed basis in the future, with funds coming from court approved budgets and P numbers.
