Discuss, consider and take appropriate action on an order declaring an emergency and a grave necessity due to unforeseeable circumstances and approve a budget amendment for unspent 2014 donation dollars for the Animal Shelter:

Background

The Animal Shelter received donations throughout the year. At the end of FY2014, $147,888.62 remained in unspent donation dollars. This amendment is to appropriate those 2014 and prior donations to be spent in 2015.
