Discuss, consider and take appropriate action on an Agreement for Arbitrage Rebate Compliance Services Between Williamson County, Texas and First Southwest Asset Management, Inc.; and exemption of these services from the competitive bid/proposal requirements of the County Purchasing Act pursuant to the discretionary exemption for professional services, as set forth under Section 262.024(a)(4) of the Texas Local Government Code.

Background

Arbitrage Services have been provided by First Southwest since we began having to comply with this requirement. We have had this contract for 18 years. An RFP has been developed and is in the process of being finalized to bring to Commissioners Court. This contract is only for a year in order to comply with Arbitrage requirements and while we go through an RFP process. Prior agreements have been 5 year agreements. We pay approximately $27,000 a year in fees. The fees in the 1 year agreement are the same fees we have had in place the last 5 years.
